transffering Residence permit to new passport

my cousin has just been granted Indefinite Leave to Remain in UK (Residence Permit)
we are not sure of the following :
according to UK Border Agency Website ther is no need to transffer the ILR from an old passport to a new one , it s not mandatory ,the person can leave and enter UK with an expired passport containing the ILR and a new passport valid with no problem
and it is a personnal choice according to them if a person choose to transffer the ILR to the new passport
the transffer fee is 600 pounds this is why a lot of people from different nationalities don t bother pay the high fee and just travel with two passports an expired one with the sticker of permanant residency and a new one

my question is : does morocco apply the same policy ? could a moroccan national holder of IlR in UK travel with two passports without the need of transffering anything , entering UK will be ok but leaving Morocco would that be a problem , it seems to be a very common thing worldwide but i am not sure if morocco has a complicated system ?
any advise will be higly appreciated
